ETC Field Coordinator – Consultant for World Food Program – Various Locations – Gaza Strip

Summary: The World Food Programme (WFP) is seeking an ETC Field Coordinator for an 11-month international consultancy position based in Gaza, Palestine. The role focuses on managing Emergency Telecommunications (ET) services, coordinating with stakeholders, and ensuring effective communication and support in the delivery of humanitarian assistance. Responsibilities:

  • Manage relationships with Emergency Telecommunications (ET) service providers.
  • Lead ETC meetings to identify ICT problems and solutions for humanitarian assistance.
  • Represent ETC at inter-cluster and coordination meetings.
  • Ensure ETC activities are documented in relevant inter-agency reports.
  • Contribute to Inter-Agency contingency planning for ET preparedness.
  • Raise awareness of the cluster concept with local organizations.
  • Liaise regularly with stakeholders, including UN agencies and NGOs.
  • Report activities and local ETC communications to the ETC Coordinator.
  • Manage and implement ETC projects and services, including connectivity installations.
  • Develop and maintain LAN and WAN projects with partners.
  • Troubleshoot networking issues and recommend equipment improvements.
  • Ensure telecommunications equipment is maintained and functioning properly.
  • Provide technical support and resolve network problems.
  • Ensure data security and access controls are in place.
  • Track IT assets and coordinate equipment inventory updates.
  • Recommend standard operating procedures and ET solutions to partners.
  • Engage with helpdesk services for operational support.
  • Escalate problems as necessary and identify solutions.
  • Support training and capacity building for humanitarian partners.
  • Perform other related duties as required.

  • Timely assessments and reviews.
  • Regular performance and financial reports for monitored activities.
  • Ongoing engagement with local actors through scheduled inter-agency meetings.
  • Consistent representation of ETC at relevant forums.
